Call me stupid, I just do not understand why objects on sims for free sale are not full perm? What part of free don´t I understand?

in the harbor everything is so free that you can buy anything and in the end take shop building, i would love to have the harbor with permissions module off but we still have some savage animals from the tropical rainforest jungle landing there
